Walking through the halls of Mills-Parole Elementary School, Rafael "Tony" Vasquez is a minor celebrity.
Decked out in a city Police Department jacket and hat, he greets students, in English and Spanish, and goes into classrooms to talk to students.
Mr. Vasquez is one of two Hispanic liaisons for the department, charged with reaching out to the Spanish-speaking community and improving relations with police.
