County Executive John R. Leopold's suggestion that the school system combine Germantown and Annapolis elementary schools with the Phoenix Center, a school for emotionally disturbed students in kindergarten through 12th grade, has been tossed around by school and county officials during the past few months. But news that Mr. Leopold told an assembly of Severna Park residents about the plan Tuesday night has unnerved Annapolis parents who don't want to lose their neighborhood schools.
