ANNAPOLIS - A city man was arrested three times in as many hours Monday night, city police said.
A cab driver initially drove David S. Hillman, 44, of Greenbrier Lane to the police station just before 11 p.m. because he was unable to pay the fare. They resolved the issue, but officers arrested the man for having an open container of alcohol in the cab, police said. He was released on his signature a short time later.
But he apparently didn't go far. Soon after, a police officer said he spotted Mr. Hillman trying to steal a bike from the storage area of the parking...
