Shortly after he became chief of the county Fire Department 11/2 years ago, a man walked up to David L. Stokes and told him firefighters "must not know how to count."

What a stupid article!!!! Only the Capital can bend numbers like this. The budget has grown 36% in 5 years. The actual budget is up almost 6% from last year. Doesn't seem to be that impressive. Keep raising the budget 6% every year and even O'Malley could come close to hitting it, well maybe not.
