Leopold subject of police call

County police officers were called to an Annapolis mall parking lot two weeks ago after receiving an emergency call about possible sexual activity in a car that turned out to belong to County Executive John R. Leopold.

This tape was recorded on Jan. 30, at 5:35 p.m. It includes conversations between an anonymous 911 caller, a dispatcher and police officers regarding an incident of alleged sexual activity in the parking lot of the Annapolis Westfield mall.

Leopold, a Republican who took office in 2006, said this morning that police determined that nothing improper had occurred. He declined to answer questions about what he was doing in the car before police arrived on the scene or if he was with anybody.

"The police determined that this accusation was completely without merit, and I will not dignify this matter with any further comment," Leopold...

The Police Officer sees right away that it is Leopolds car and very quickly 10-22's the call before even stepping of his patrol car to investigate. This is very obviously an example of a "professional courtesy" by the police department.

Why did the Police Officer drive by twice without stopping? I would think if someone reported something strange going on in a vehicle the police would go directly to the vehicle and look into the windows. Unless someone informed them that it was Leopold and do a drive by to allow him time to get himself together.

Politics as usual I see. If Leo really wasn't doing anything wrong than why doesn't he speak up and say who was in the car, whether it be male or female, and also, the police officer knew the exact car the caller reported and he saw exactly what was going on the first time he approached it, probably freaked, made a quick cell call to the boss and gave Leo time to gather himself. The caller stated there were naked PEOPLE, not person, who else was in the car, what's the big secret. If this were any regular guy, this situation would be handled entirely different, and anyone who thinks poor Leo is being unfairly attacked must be naive. Leo should not be exempt from the law and the police should not be so eager to cover this up for him. This happened on January 30th, plently of time to plan the press release. I truly hope the capital follows up on this and digs and digs until they find someone willing to talk the truth.

But if a Democrat gets caught with anything less than a shaved German Shepard, a Live Boy or a Dead Girl it's just "personal business" or "Let's MoveOn". I think there is something there. Where was his security detail (a ridiculous expense but something I have been told is essential)?

His license plate does not need to be "run", it says COUNTY EXECUTIVE 1 on it.

The cop sounded surprised when he identified the car. And even more surprised when he realized the County Executive was in it--alone in the backseat. Could he have tapped on the siren to alert someone of his presence and rolled on through?

The caller called back AFTER the car was identified and the police drove past it and had to "re-direct" the police to the "right" car.

Seems to me someone looking to slander would not call back a second time. Why did it take the police so long to find the car the second time after they already identified it?

Leopold needs to man up and either come clean with what he was doing, (Michael Phelps may be able to give a lesson) or come out and deny it. The whole "I don't want to talk about it" routine just smacks of coverup!

Back in 2006 republican Del.Gilleland of AA County who replaced Del. Rzepkowski was in a one car accident and the AA police found him on Rt 100 but turned it over to State police.
But since the state police could not say he was in the car, he got off because the AA Police would not come forward to identify him.

So, if you're Republican and in AA county like Leopold or Gilleland the police will selectively do their job. Is there a Rzepkowski on the AA Co. Police force?!?!?

My issue with this article is that without any solid proof of wrong doing it was given front page status.
The Capital has made itself judge and jury and found a person guilty before a trial. The police knew whose car it was when they called in the tag number so maybe that is why they took their time doing a physical check of the vehicle. Time will tell.

I don't quite understand Mr. Leopold's explanation. It seems kind of strange to sit in the back of the car parked at the Mall after dark on a cold day in January. I guess there could be a reason why someone might do that, but I can't think of one off the top of my head, even assuming that one shops at the store frequently.

I don't know if he is guilty of anything and I certainly would not make any assumptions in that regard, but I do want to take issue with those who seem to insinuate that the alleged behavior isn't a big deal. That's not the kind of thing I'd want my children to see simply as a function of parking at the Annapolis Mall. I don't care what anyone does behind their own doors, but I don't think public exhibitionism is acceptable. Again though, I'm not saying it happened here, just that I don't think it is acceptable conduct in the abstract.

Hey - the police found nothing wrong regardless of what people not even there claim is poor police work, so how do people justify "convicting" him of wrong-doing? Unless of course you don't care about the character of who is running your government and thinks that it doesn't impact the overall quality of the decisions they make.

Yes, he is an unmarried, consenting adult who exercised extremely poor judgment by engaging in hijinks usually reserved for young adult males (because, um, grown ups don't generally go around breaking the law by having sex in a public place). HOWEVER, he is an elected official and YES, they are accountable to a certain minimum standard of behavior.

I find this disturbing for many reasons: it seems that the police didn't investigate properly and actually gave enough 'time' so when they finally DID stop to investigate, it became a 'nothing to see here' routine; he's an elected official using a government car for a personal errand and, the whole incident speaks volumes about personal character. It would certainly make me wonder what other 'lapses' in judgment are being made.

But yeah, yeah, I know, make sure to give him an old 'atta boy', 'nudge, nudge, wink, wink' or whatever else it is that cavemen do with each other.

Leopold, since I know that decorum is out of the question, seriously dude, at a bare minimum, next time just take your own car so you're not so easily recognizable. But yeah, I know, it's not as much fun because then everyone won't know you were 'caught doing it'. Grow up and start acting like an elder statesman and leading your constituents instead of making a mockery of the an elected office.

The caller in this case may not have known that it was the county executive, or if it was somebody being raped ? He had the right to call and have it checked out. What if it was someone from your family being raped ? Would you want people to just ignore it ?
Besides, if it was nothing, then why din't Mr. Leopold just get out and wave to everybody and the police ? Thats what most politicians do when in public.

First, the reaction of some of the readers is surprising. He is a political official. He represents our county. We pay his salary. If he is having sex (an illegal act when in public view) different rules should not apply to him or to anyone else. Any person is correct to contact the police to report behavior that appears lewd or unlawful. Second, thank you Capital for printing this article. I don't blame the caller for calling. One Sunday I took my 6-year-old daughter to the mall and she asked about some folks in a car a few spaces down. Sure enough, some folks were obviously "doing it" in plain view through the windows (hard not to notice?they weren?t discrete). The mall security told me that this is hardly the first time they've had to tell folks to get a hotel room. Bottom line, the mall parking lot is supposedly a family place, not a place for making families. Having said that, we have no idea if the County Exec. was doing anything like that. But answers like "it's none of your business" don?t fly when the implication is that maybe the police treated you differently than they would someone else. Any crisis PR person will tell you that best way to nip this in the bud is to quickly confront it in a straight-forward, no-B.S. manner. Even in the ?worst case? scenario, such as he was visibly naked (I?m trying not picture that) and having sex, just say: ?I was with a girlfriend, we may have gotten carried away, I apologize if anyone saw something that they shouldn't have." Maybe even interject some humor into it! The story would go away overnight.

The Capital is in dire financial straits and this is best that the staff can come up with for news? Perhaps with poor jounalism skills such as this on full display, it's no wonder that advertising dollars are flowing in other directions. Primary school students could have produced a more newsworthy article.

When did the Capital turned into the Jerry Springer show. This article is absolutely unwarranted in any newspaper with any integrity. But Marquardt put an end to the integrity argument when he made it clear that you have to advertise in his newspaper to get news coverage. This article doesn't even constitute hair dresser gossip. This is poor reporting by the Capital. It?s one thing to report when a person is charged by police, but it?s a non-issue if the police verified nothing was going on. If somebody has video of Leopold doing something illegal, by then all means post it on the web for all to see and the police can take it from there. The Capital has no business dragging Leopold?s name through the mud if the police verified nothing illegal happened.
