Leopold asked to testify about incident

County councilmen last night challenged County Executive John R. Leopold to testify about what happened on Jan. 30 when police responded and dismissed an anonymous report of sexual activity in the back his county-issued car.

Councilman Ed Middlebrooks revealed his suspicions that Leopold was not alone, but instead was with a female county employee that afternoon.

"I don't buy it for one minute. I don't think anybody buys that something wasn't happening or going on," he said.

"It doesn't make any sense. It smells bad. If we're wrong, step out publicly and say, 'She wasn't...

Issue 1: Did Leopold violate any indecent exposure laws? The caller reported that he he saw naked adults in the back seat of the car. The caller may come forward to testify against Mr. Leopold. Issue 2: Did Mr. Leopold violate a cellphone policy? Issue 3: Did he inappropriately promote his girlfriend? Issue 4: Did the police act appropriately? This the part that leaves me with a bad taste, people jumping to proclaim Mr. Leopold innocent without actually knowing the answers to the critical questions.

Issue 1: Did JL violate any indecent exposure laws? Other than the caller who thought (maybe) he saw something, there?s no evidence of that. Issue 2: Did JL violate a cellphone policy? Not sure, but the bigger question is whether the County incurred additional charges due to his personal calls (doubtful). Issue 3: Did JL inappropriately promote his girlfriend? Not sure, but no evidence, so far, that she was promoted over better-qualified applicants or in contradiction to policy. Issue 4: Did the police act appropriately? The actual call seems to have been handled well, but the chief?s response, and the ?show of support? at the Council meeting, were unprofessional and smack of intimidation-tactics. Of this whole incident, this is the only part that leaves me with a bad taste.

Mr. Leopold has abused his office. Why does a single man with his own home have sex in the mall parking lot? Public official or Pervert? Illegal cell phone use, sex in public, giving raised to employees for sexual favors. This needs to be investigated completely. Im sorry now I crossed party lines and voted for him, but I was looking for change. My vote should have went to George Johnson. Sorry Mr. Johnson, maybe you should try again.

Although I agree that the incident concerning County Executive Leopold doesn't sound 100% kosher, shame on the media circus this has turned into for so little substantial evidence. And good grief, this isn't the same as Clinton being caught in a dead up lie -- and yet Clinton remained in THE OFFICE and got handsomely paid to do so I might add! So why all of the fuss for County Executive Leopold, one really has to wonder? It seems he may have stepped on some very important toes somewhere along the line. Next time guys, try to bring more solid facts to the forefront vs. ammunition only to get the kill.

What a pity...If anyone could have got away with this behavior, it would have been Leo. He is single and there wouldn't have been a problem. He should have spoken up from the get go instead of appearing to hide something. He and Teare are bringing this all on their selves. If I were the woman, I'd step forward instead of letting anyone tell me to go hide, what is he so embarrassed about?? Also, using County owned property to pursue this relationship is definitely an issue, and Middlebrooks, (et al) has every right to question this and demand answers. Any other county employee would get fired or reprimanded at the least for misuse of county property. I wonder if Leo will address this at the council as requested.

Janet Owens was the queen of irresponsible developement, telling people in planning and zoning to stop holding her developer friends up, or they'd loose their jobs. Leopold has held them to the standards. Owens was a nightmare for this county.

No one knew what happened except that strange behavior was reported and that the police responded strangely. How can anyone rational now blame the caller to 911? With these new revelations: the new phone records, the accused employees pay raise and with her car being parked next to his---Leopold and the Chief both need to resign.

I can only hope that the female in question has an apt attorney, because this reeks of a lawsuit waiting to happen. I am glad that the council sees fit to devote so many resources to this stupid case. I guess, my only question is how they knew that the car next to Leopold's was her's and how/why they obtained phone records of Leopold (my only assumption is that since its a county phone, they may be apart of the user agreement). It seems that someone, whether a council member or close to one of them, was most likely hired to provide surveillance on Leopold and has some other credible information that they aren't releasing to the public, otherwise, any reasonable person would have dropped this issue. It makes sense as to how they would have such intimate knowledge of the details of this case, simply based off of one "random" 911 call. This is a classic set up.
