A positive hit in the DNA database prompted prosecutors to charge a 26-year-old Annapolis man in the cold case that occurred Aug. 26, 2000, in the Murray Hill area of the city.
Michael Albert Brandford of 67 Towne Pine Court was arrested Thursday night, police said. As officers staked out his workplace, ready to take him into custody, Brandford turned himself in at police headquarters, officials said.
