Ruby Singleton Blakeney, the city's director of small and minority business enterprise development, also claims Mayor Ellen O. Moyer turned a blind eye to incidents of harassment that happened in her presence.
When the mayor's longtime boyfriend, Dale Maddox, groped Blakeney during a public event and later called her "Aunt Jemima," Moyer did nothing, according to the amended lawsuit filed last month in U.S. District Court in Baltimore.
Rhonda Wardlaw, spokesman for the city and the mayor, declined to comment about the allegations in the lawsuit, which names the city and seeks $300,000 in damages.
Mike Miron, the director of economic affairs, and Blakeney, both of whom continue to work for the city, did not return calls for comment.
City Attorney Steven Kling and Neil E. Duke, Blakeney's attorney, also did not return calls.
According to court filings, the city asked the court June 24 to dismiss the case on technicalities. Duke responded with several legal arguments why the case should be allowed to go to trial.
Blakeney first filed her lawsuit without an attorney Nov. 4, naming the city and Miron and seeking $1 million in damages. She alleged Miron treated white employees better than her and made "inappropriate and racially insensitive" comments in her presence. She said he has made her working conditions "intolerable" since July 2003, but did not give specifics.
Blakeney later hired Duke, who amended her complaint June 19 to name only the city and include allegations of sexual harassment and gender discrimination.
The latest version of the lawsuit alleges Miron repeatedly told Blakeney during different business lunches and public events that a few years earlier she would not have been allowed to dine at the restaurants they were in because she was black.
According to the lawsuit, Miron also told Blakeney, during an event at an unspecified yacht club attended by numerousbusiness professionals, that she was the only African-American in the room.
"Mr. Miron's comments were intentionally meant to demean and taunt Ms. Blakeney and given the setting in which each statement took place, was entirely inappropriate and misplaced," the lawsuit said.
According to the lawsuit, Miron also would make sexually offensive comments to female employees, including Blakeney.
Blakeney took her complaints to the city's director of human resources and Moyer. Mediation failed to curb the harassment and Moyer dismissed the allegations outright, the lawsuit said.
"Mayor Moyer has turned a blind eye to events of harassment that have unfolded in her presence," the lawsuit said.
It recounted one incident on Feb. 8, 2008, when Maddox - Moyer's boyfriend of several years - allegedly placed his hand under Blakeney's blouse during a public event.
During another event in May 2008, Maddox called Blakeney "Aunt Jemima."
Blakeney complained about Miron's behavior in December 2007 to the U.S. Equal Employment Opportunity Commission. In response, Miron began retaliating against her at work, the lawsuit alleges.
He started monitoring her time at work and micro-managing her schedule, excluded her from management-level meetings within her department, and refused to give her a computer on which to work, the lawsuit said.
He also denied Blakeney an annual cost-of-living raise, the lawsuit said.
The EEOC responded to Blakeney's complaint July 31, saying the commission was not going to pursue the case, but that she was free to file a lawsuit on her own.
No trial date has been scheduled.

Its sad that such a small city can't get its act together. The Mayor is clueless, her whatever you want to call him attend public events and shame the residents. He wears a wedding band and tells people they're married (at least I witnessed that in a local restuartant while he was flirting with two female patrons), and our police have no social skills treating both residents and tourist horribly while our elected officials turn a blind eye. The comments on this article are all so true - the whole city gov't need to be replaced and the Chief of Police needs to do some type of resident survey to find out what his cronies are doing.

I believe they used the term since it was the term used in the lawsuit.
As a divorced 40 ish old guy, I struggle with the term. To me Boy and Girl friend sounds juvenile. Partner or Companion sounds same sex-ish. I usually opt to introduce anyone I am involved with as "my friend" and let others draw their own conclusions.

When I first saw this story the case involving D.C. councilman Marion Barry hiring his girlfriend for a city job came to mind. But apparently Moyer's "boyfriend" doesn't work for the city. Is that right? My question is why is he lurking around city hall if he doesn't work their? And that goes back to the Jan Hardesty incident. The mayor should give her buddy a dope slap, tell him to stay at home and stick by her employees.

The Capital deserves credit for running with this story. It would have been easy to bury. However, I question their use of the term "boyfriend" when referring to the domestic partner of a 70 year old woman. Wouldn't "companion" be more delicate and dignified? It's a sordid story, but doesn't need to be trivialized by making Maddox sound like a casual mayoral fling. "Gigalo" is possibly the best fit,though.

I was attending a Q&A after a lecture given by Judge Bell, an African American Judge appointed to the 6th special court of appeals. My question was "What was the lawgoing to do about racial and gender discrimination?" His answer was, "Nothing, if anything is done it will be because the people here have made up their minds to take action." At the same time at AACC, my anatomy professor likened the oldest human bones found, "Lucy", to an african-american woman classmate of ours, saying "you are much closer to our earliest relative Lucy." I find that discimination not only hurts those targeted, but others close by as well. The state promises a fair education, but instead teaches us to discriminate or face social consequences. In College Park, it was worse than that, from hanging nooses to death threats. I don't want to risk the safety of my family because of others mistakes, and find it hard to fulfill the obligations I have to the state because of this type of harrassment. Until some agreement is reached, our full potential will never be reached.

Today, we read of another sad yet tragic chapter in our City's history. It is unbelievable to me that in the year 2009, when Americans have elected our first African American President of the United States and our City has two elected African American Alderwomen, that this type of behavior is tolerated at City Hall. The previous two writers are correct, this is not the first time an allegation has been made about the Mayor's boyfriend, who is neither a City employee or official, but spends a great deal of time in City Hall. The courts will determine the facts, however, if even one of these allegations is proven and upheld, it is a terrible incitement on our Citys leaders. Given the magnitude of these allegations, the Director of Economic Affairs should be placed on Administrative leave pending the outcome of this case. This is just another example of why Annapolis needs a professional City Manager and a Council Manager form of Government.

It is apparent that Maddox is not only a poor excuse for a man he is also the best Moyer can get as a "boyfriend". So much for Moyer's claims of zero tolerance of sexual harrassment. Didn't she claim to be the champion of women who experience hostility in the workplace? Also a great friend of civil rights and human relations. Now it seems she not only accepts harrassment and discrimination in her workplace, she lives with it too. Annapolis must be the laughing stock of the state.
