Standing outside the waterfront Environmental Protection Agency office in Eastport, the federal government's point person on the bay, Chuck Fox, symbolically accepted stacks of postcards signed by thousands of people who care about the bay.
"This is clearly showing me 19,000 people have a tremendous passion and energy for saving the bay," Fox said.
