Pierre steps back into mayoral race

After announcing Friday night that she was bowing out of the race for mayor of Annapolis just days after clinching the Democratic nomination, Zina Pierre quickly backpedaled Saturday, pledging to continue fighting for the city’s top spot.

J. Henson — The Capital Zina Pierre waves at passing motorists along Rowe Boulevard Friday morning, offering thanks for her victory in Tuesday’s mayoral primary.

Pierre’s campaign spokeswoman Friday night said Pierre was abandoning the race for Annapolis mayor, but the first African-American woman to make the run said this afternoon that she never withdrew and will continue to run as the Democratic nominee.

"carpetbagging", an official who comes from another district or state in order to usurp political power. Pierre is not guily of this, just of a technicality of residence in an era of abusive mortgages and a complete default of the banking industry. I would be glad to have her undivided attention for those years she was stuck with the property in Mitchelsville. We should just create a "city manager" position, and get someone to make some progress here. She would be perfect in this capacity, and an asset to the political staff of the city.

4.48.210 Misdemeanor penalty.

A person violating this chapter is guilty of a misdemeanor and, upon conviction, shall be punished as provided in Chapter 1.20 of this code. A person convicted of a violation of this title is ineligible to serve as Mayor, Alderman, election judge, board member, or employee of the board for a period of four years following the conviction.

I think she will say (and be able to prove) her residence. That is what is immediately important. She will say at the press conference that she understood the PG homstead election to be a technicality and she had forgotten she even made it until events brought it to light. She can negotiate with the bank and the banks lawyers later.

They're scratching their heads over this at capitalpunishment, but I would think that if she filed a false affidavit (which is what the certificate of candidacy is) that would void her candidacy

This is amazing! Sunday, The Capital said they would not let us down with coverage of this story, and we learn in The Sun that there was a special meeting with area democrats to try and rally support. And The Capital had nothing new to print in yesterday's paper even though this happened in their own back yard. I am starting to wonder if The Capital has any reporters working for them any longer or if they only have glorified typists. Did they force their entire staff of reporters into early retirement? Tom needs to get on the horn and hire some real pros for this coverage because this is most likely the story of the year in this town and he's got nothing.

Since the inception of our new president it seems that all of the rules have been thrown out the window and the constitution rewritten. Either way, she's committed a MAJOR crime. She is ineligible for office.

She's making us wait until Wednesday as a stalling tactic to dupe us all, as the deadline to decline is Friday. Come on! We know the facts. Why isn't there a Capital reporter on this? Why isn't the DCC going to do anything? This is really turning off a lot of people.

So, let's assume that these issues are insurmountable for her campaign to continue.

That leaves the ADCC till October 2 (mind you Zina has till sometime on Friday the 25th to "decline" the nomination) to find another candidate to represent the Democratic party. 6 Days, two of which are a weekend, and another of which is a Jewish holiday.

Maybe they pick Josh or Trudy. Or maybe they pick someone else--known or unknown. How will the voters react to a democratic nominee being selected in this manner?

I was speaking with someone last night that said to remember that if the democratic nominee wins the general--they indeed did win and we cannot forget about that. Is that true?

My personal thoughts are that the R, and I voters will now be less inclined to cross party lines, and the Ds will be more inclined to cross it. I am not a D, but if this plays out like I think it will and the ADCC appoints, I would be royally pissed. They have successfully eliminated my ability to vote.

Shropshire: has yet to file his required campaign fund report due September 08, 2009, he faces criminal prosecution for alledgedly sexually assaulting a male midshipman for whom he was entrusted to act as his "Sponsor". Oh, and yes, Alderman Shropshire's wages from the City are being garnished by creditors.

Pierre: The Democratic Nominee has either committed ELECTION FRAUD or MORTGAGE FRAUD and TAX FRAUD. Election Fraud if she provided false informaion to the Board of Supervisors of Elections. Mortgage Fraud and Tax Fraud if she is signing loan and tax documents that assert her primary residence as her townhome in Mitchellville, MD

Is the BOARD OF SUPERVISORS OF ELECTIONS going to act or continue to let the fox guard the hen house?

The Capital thoroughly and capably reports on the disgraceful actions of Marine Sergeant David W. Budwah: The Marines say Budwah is a liar, a fraud and a thief. They are court-martialing the 34-year-old Springhill, La., native, alleging he was never in Afghanistan, wasn't wounded and didn't earn the combat medals he wore or the many privileges he enjoyed.

On the other hand, The Capital refuses to report on the truth or falsity of Zina Pierre, who probably committed perjury when she signed election papers affirming that she was a resident of Annapolis. Is she a liar, a fraud and a thief? Those are strong words!! The Capital is comfortable using them in connection with a Marine Sergeant, but will probably stay put like the whipped dogs they are until it comes to Pierres presser on Wednesday afternoon. Make me proud, Tom!

Of all the places in the world. Annapolis should be humiliated by The Capitals double standard. How many Marine officers and non-coms do you think live in this City? How many buy This Execrable Rag? And why? So they can explore Tom Marquandts procilivities?

It's amazing: there are at least 3 great stories here, and The Capital has reported on NONE of them:

1. Zina Pierre is probably not a resident. That is a real simple rule and if you don't pass it you can't be Mayor. If she wants to run against Cordle she is going to lose by default and will have sold out the Democratic Party in Annapolis over her ambition.

2. Zina Pierre has a problem managing money. This is DIRECTLY RELEVANT to the current campaign, considering the terrible shape of the economy and the embarrassment that Annapolis has become vis-a-vis the Market House.

3. Carl Snowden and the NAACP have made an appearance. They are trying to imitate the success President Obama had under similar circumstances but probably none of the polish. This effort will likely fail, as shown by the posts below.

And of course story No. 4: The Capital's failure to report any of this.

Someone should shoot a line to Fox News over this. Its too bizarre, unnatural, and corrupt to go unreported and our "Local" rag can't handle the pressure.

Most organizations require new hires to go through Criminal, Credit and Educational background checks for any leadership position (especially ones with fiscal responsibilities. What's more important than that is that I am praying for everyone that thinks the Freedom of Speech Act gives one the authority to say anything they please. I suspect that Wednesday was the longest she could possibly wait to address the allegations of Friday.

However, there may be additional issues that come up in the next few days as the media sends their reporters to the PG County Courthouse and other public offices to dig to the bottom.

I'm still shocked that neither the other Democratic candidates or the Capital (which was too busy endorsing Cohen to spend much effort on the other candidates) discovered this until now. You're required to prove residency in order to register to vote in city elections, aren't you required to show you meet the residency requirements when filing as a candidate? Too many years of having an overwhelming majority has clearly made the DCC lazy.

On the other hand, maybe her past experience could be put to good use as mayor. For example, she could "miss" a couple of payments the city owes on the Market House settlement. Probably wouldn't help the city's bond rating, but it would sure feel good!

But now it does matter so Zina do the right thing step down and let the dems figure out how to go forward from here, do not make this election a three ring circus. The truth is that I hate politics and trufully almost didn't vote in this primary myself but it was on the way to where I had to get my groceries.

I've only lived in Annapolis for 33 years and I'm aware of this citys' Racial past which at the least was un-flattering but when you mention Carl Snowdens' name to any of the residents who have lived here say 40-50 years you usually get the same responses which are usually also un-flattering.

When the late Rev. Martin Luther King was assassinated it's my understanding that Mr. Snowden was instrumental in organizing an effort to basically cause mass chaos in the city of Annapolis prompting then mayor Roger "Pip" Moyer to call upon Zastro Simms who was himself a convicted felon to stop the chaos to which I applaud him for that but here is my point.

If Mr Snowden and Mr Simms were men of any integrity they would call upon Zina Pierre to concede just based out of common sense for the Democratic party.

It is my belief as naive as this sounds that they'rfe turning this election into a springboard about Race and completely overlooking Ms Pierres' past.

Pierre was sued in March of 2009 for $2,500 due to the Annapolis Jaguar dealership, and that case was dismissed in April, almost certainly settled. She was served in Mitchellville.

The foreclosure action was also in March of this year and was served at an unidentified location.

What I don't get is how a person who has a consulting firm (Washington Linkage Group, Inc.) on Pennsylvania Ave. can be so lousy with money.

Washington Linkage Group was forfeited in 2004 for failure to file property returns, per SDAT records (online also). Pierre is currently listed as the resident agent at her Mitchellville address.

Which is where the SDAT real property records list her as owner of 1915 Woodshade Court.

Thanks for the correction Mary Ann. The only thing I remember about Mr. Cordle was from an article relating to a Murder that Dave Cordle was investigating so I assumed he worked for the Police Dept. There has been no in depth coverage of him that I can remember reading about. To Mr. Micawber..There is obviously more than one Dave Cordle...This again is another example of where a journalist or newspaper could DO THEIR JOB and find out! Look up Trudy McFall and there is also a lengthy list of items. It's the job of the media to Investigate and sort it all out. It shouldn't be up to the average citizen to research all of this. The court records also list people who've been charged with a crime but may not have had their day in court. A reporter can find out things the average person cannot! That's the issue. Annapolis has a newspaper and media that only finds out selectively, when it's convenient. Why? because the media has been infested with people who are biased and have an agenda! They don't deserve the respect they seek.

I don't recall the definition of residency: I think it may be domicile + animo manendi (intent to remain), which you show by license, voter registration card... utility bills, library cards, bank accounts....etc.

It appears that Capital Punishment is backing down from the claim of "breaking the story" and putting it on someone's Facebook page immediately after the primary.

I am sure Cordle's name will be in a gazillion records as "other" so finding him ought to not be that bad. And without looking, law enforcement (and certainly of his position) I imagine would be relatively clean.

who does not know what the Democratic machine in Annapolis is, here is a quick breakdown. The machine consists of Moyer, Cohen, the ADCC, Micheal Busch and John Astle. The developers of Annapolis, namely West funnel large amounts of campaign donations to these candidates from themselves, from their employees and from their lawyers. Keeping these pols in office gives them free reign in developing. These Pols also get huge campaign donations from the unions who negotiate with the city. The unions get favorable contracts and the Pols get a big number of voters. It's in Moyer's Cohens et al best interest to keep each other in office. This is the Democratic machine in Annapolis. They don't directly need your vote. As seen from the past 3 elections, it takes very few voters to win the primary. Annapolis is 2-1 Democratic. The unions and developers get them on the ballot, and the residents do the rest.

This story is amazing! First, a African American Woman who has never actually lived in the City, but for the last 4 months, runs a campain that makes history by defeating the established Democratic machine - so they look into her past (why was that not done earlier?) and leaks the dirt to get her out of the way for the "heir apparent". She decides to quit and then recants the next day and fires her Campaign Spokesman for a "miscommunication"? Come on, how dumb do you think we really are (a retorical question, because I beleive they think the answer is "really dumb").
I have two questions remaining. First, how can anyone even consider voting for her now given her absolute lack of credibility in both her financial history, the fact that she has no actually lived in Annapolis for any appreciable time and how this issue was so poorly handled, unless one is truely voting for a family member, a personal friend or just following political doctrine? Second, how did she ever get cleared to work in the Clinton White House with all those financial issues going on at that time, unless they didn't do a background check either?
Well, I guess I have to give her credit for running a transparent campaign, I have been shown inside her history, but I do not like it.

Missing a bill now and then is a misunderstanding or an error, but to have years of getting loans and failing to pay is down right theivery. This woman should be disqualifed based on a criminal history that she failed to disclose when she put her "hat" in for mayor....I wonder if she paid for the hat....I doubt it. WAKE UP ANNAPOLIS!!!! Democrats need a real reality check.
