Democratic candidate Josh Cohen won the Annapolis mayoral race yesterday, besting his Republican rival, Dave Cordle, by 235 votes out of 8,280 votes cast.

Josh Cohen, David Cordle and Chris Fox hold court election night to wait for the voters' decision.
With all of 16 of the city's precincts reporting, Cohen has 3,729 votes while Cordle has 3,494. Independent challenger Chris Fox trails with 1,056. (There was one write-in vote.)
With 259 absentee ballots to be counted on Thursday, Cordle would have to win nearly all of them to change the results, which still were unofficial as of last night.
"Today Annapolis voters sent a clear message that they want to raise the bar in City Hall," said Cohen, who promised to hire professional city manager and reign in spending.
Cordle said last night he would wait to concede until he saw the official results and absentee ballot counts tomorrow.
"We are going to hold off and see what happens," he said. "Should Josh be the one that prevails, I will offer my support."
In the race for City Council, the Democratic candidates appeared to have secured all five of the contested seats, according to unofficial returns:
- Ward 3: Incumbent Classie Hoyle, a Democrat, has 400 votes to 270 for Republican Scott Bowling.
- Ward 5: Democrat Mathew Silverman has 775 votes to 533 for Republican James Conley.
- Ward 6: Democrat Kenneth Kirby has 304 votes to 208 for Republican Gregory A. Stiverson.
- Ward 7: Ian Pfeiffer, a Democrat, has 492 votes to 439 for Republican Jennifer Monteith.
- Ward 8: Incumbent Ross Arnett, a Democrat, has 757 votes to 655 for Republican Rockeford Toews.
In uncontested races for alderman, the results were:
- Ward 1: Incumbent Richard Israel, a Democrat, got 1,097 votes.
- Ward 2: Republican Fred Paone won 955 votes.
- Ward 4: Democrat Sheila Finlayson got 468 votes.
"It's clear that voters wanted to change direction," Cohen said, referring to the day's Democratic victories.
Cohen, a former alderman and current member of the County Council, came in second in the Democratic primary Sept. 15 to Zina Pierre, who withdrew days later after details about Pierre's rocky financial history emerged as well as questions about her residency.
The Annapolis Democratic Central Committee named Cohen, 36, a former alderman who now serves on the County Council, as her replacement.
A victory by Cohen would leave Cordle, 51, out of city politics once the candidates are sworn in in December. He favored both a city-manager form of government as well as a tax cap, two measures that did not make it on the general election ballot.
Cordle, who is the chief investigator in the State Attorney's Office, currently represents Ward 5 on the City Council. He won Ward 5 yesterday with 771 votes compared to 435 for Cohen and 141 for Fox.
Cordle also took downtown Ward 1 by a slim margin of 33 votes, in which Fox, a downtown pub co-owner, also had his best showing of all eight wards. Cordle also took Ward 8, the Eastport area which was once Cohen's home turf. He now lives in Ward 2.
Cohen, however, took wards 2, 3, 4, 6 and 7 on his way to apparent victory.
The mayoral candidates are running to replace Ellen O. Moyer, who cannot run again due to term limits.
The results for the City Council, though unofficial, would give Democrats control of seven of the eight seats. Citywide, there also were 16 write-in votes, including one for mayor. Finlayson leads all the aldermanic write-in votes with eight, two more than for Israel.

The population is about 40K but registered voters are only about 26K.
Yes, it was horrible and apathetic--I agree, but let's not make it sound worse than it is.
I also believe that Annapolis is not unique--if you look at municipal elections (especially in off years) they are typically under voted.

I even wondered why I voted because when I went to my polling place it was empty.
I wouldn't call this a major victory for any of the candidates.

Annapolis gets a new start in December. Mr. Cohen knows the City. He's a new generation and brings new energy, leadership and direction. Most agree it's time to shake up the city's administration. It would be great to see comprehensive business-like approach to economic development. Annapolis has a unique history, setting and assets. How about promoting maritime businesses and sound environmental stewardship of the Bay?

Josh didn't reach the total democrat primary vote count (3,865 votes were cast in the primary versus his general election vote total of 3,729). He also only garnished 30% of the total registered Democrats.
The only clear message is that the majority stayed home because they didn't care. Reading a clear message from this result is like trying to speak intelligently on a book when you've only read a quarter of the pages - and not necessarily sequential pages.

Cohen received 45% of the votes, but voter turnout was only 36%. Basically Cohen was elected by 16% of the city's registered voters...hardly a mandate. More people voted against him than for him, and many more people chose not to vote at all rather than vote for him. I wish him nothing but success, but I hope he realizes he still has a long way to go to win over his constituents.

So, he got 3720 of 8280 or about 45% of the vote and a margin of victory of 235 (or so) about 2.8% of the vote. Hardly seems overwhelming. I know it's campaign speach nonsense, but really???

Do you live in Annapolis or are you and Andy Griffith just putting your two chaw spits in for fun? If you could pry it out of Dave's camp, his polling would show that Chris help his election by bringing up key issues that Dave could build on. Maybe if Dave didn't feel entitled to the position and knocked on a third of the doors that Chris did, he might have pulled it off. It would be hard to find people who voted for Chris who regret their decision because he banged on their door and earned their vote. Did u help anybody in this whole fiasco?

Cohen???? Great another couple of years of having Moyer (or her tactics) in office! I sincerely hope Cohen is what he says and branches away from Moyer and her friends. He needs to make Annapolis a working city once again.
Businesses are running out of town. All Moyer cares about is making Annapolis a "Play City".
We don't even want to open the discussion on Public Works and what a joke they've become under Moyer's "Leadership" and her team. It seems between market house/ police station and any projects they take on, the more "hair brain" Moyer gets the more messed up the deal becomes for us citizens. The kids are running the day care down there!
I sincerely hope Cohen sticks to the mailer I got and he departs from the old ways. Let's bring Annapolis into the 21st century, we've been waiting for it for some time now.

Of the 3 candidates, Cohen was my least favorite... I bet if we adopted something like instant run off voting, that the outcome would have been different.
I'm not sure some people could handle it though... I can see the scene now... "Wait, it says I have to pick a second choice but there is only one [Democrat|Republican] running, I don't know what to do? Help me!"

Great! Now I can stop getting the annoying political phone calls. Had one Cohen supporter call me to remind me it was election day...told him I as not interested and hung up....he had the nerve to call me right back to still push Cohen's vote!!! In total I had 7 calls during the day...let s just say enough already. The DO Not Call List should definately apply to politicians.
