Early next week, Ellen O. Moyer's second term as mayor of Annapolis will come to a close, the capstone of 22 years in office and five decades of public service.

Mayor Ellen O. Moyer gives remarks earlier this month at the ceremony at Susan Campbell Park at City Dock for the latest NOAA Interpretive Buoy, the seventh deployed in the Chesapeake Bay.But Annapolitans wrestling with her legacy must decide for themselves if her mercurial personality and famous stubbornness were assets or liabilities. Supporters would say those traits are what helped her build 19 street-end parks, renovate City Dock, open the $16 million Truxtun Park Recreation Center, create an arts district, improve pay for police officers and establish an unrivaled record of environmental commitment. Opponents would say those traits...

...The report says that there are Moyer lovers and Moyer haters...I'd say 90% Moyer haters. What a terrible mayor. I hope Cohen does a better job but hes a democrat so how good can it be?

Time for modern management - 2009-12-01 12:25:45
Ms. Moyer's tenure is over and let's hope the unprofessional management of city government business goes with her. 'Street end parks' are nice but are overshadowed by two examples of incompetence and waste of taxpayers dollars: The Market House and the new police station. These are Ms. Moyer's legacy, so far. These are just two of many projects which came to the public's attention. Annapolitians should be looking into all other capital projects, which make up a significant portion of City's budget. The new Truxton Park recreational center and the new harbor master station would be a good starting point. Given the legacy of mismanagement, there is justification for scrutiny. These big budget items have been financed wby the issuance of bonds. The numbers and bids need to be scrubbed. The 'Blue Ribbon Commission', spokesman F. Sussmann, should have been talking about actual construction contracts, financing and competitive bidding and policy and procedure. These would address effectiveness and efficiency, instead of raising taxes. All city contracts, RFP's (over $?) along with terms need to be made available, on line, for all to review, prior to any council vote.
Elected representatives and government employess deserve respect, however they work for the citizens. Ms. Moyer enjoyed a good salary, traveled around the world, and has retirement benefits, all provided by taxpayers...

Environmental record - 2009-11-29 14:04:42
Walk downtown on a Saturday or Sunday morning and the streets are littered with broken beer bottles and the sound of garbage trucks dumping thousands of bottles in is deafening. There are no recycling bins downtown and you have to go looking for trash bins. Having recycling bins downtown and requiring the bars to recycle are basic tenets of environmentalism, and Moyer can't even do that.

I see it differently. I see it as a picture that shows The Boss Ellen as an elitist with a rebel attitude. The elitist though comes from there Henri Lloyd foul weather gear, expensive stuff common in the yachting community. The rebel, bad boy image from the skewed hat, indicating non-conformity and a touch of toughness. None of us should scrimp on imagining ways or interpreting a picture, but sometimes a cigar is just a cigar and a picture is worth a thousand words.

I agree. Granted it might just be the most recent photo they have.
Fred is right (did I really say that) that her legacy will be defined by others and not the 47 bullet point list put out by her press office. Time will tell, but she certainly cannot be faulted for trying to secure it.
Her years of service are admirable and deserving of thanks for sure.
What I find interesting are the quotes made by others in this article.

The Capital offers a balanced and fair view of the Moyer reign in the text of this story. Why do they have to show their bias in the picture they selected?
I'm no Moyer fan, but I think portraying her as a weather beaten battle axe is a cheap shot.
Surely the Capital has many other more flattering shots of the mayor to choose from. Give her a break on her way out the door.

Moyer's Legacy - 2009-11-29 08:40:20
Obviously Mr. Shubbie does not recoginize the long Moyer legacy in Eastport and Annapolis going back way before the time I was born. This lady, among many other huge accomplishments will be remembered by me for saving the end's of Eastport's streets for "parks" And outside the public eye, she was gracious, encouraging and helpful not only to myself, but many others. I considered her growing up to be the one person I which to emulate because of those qualities!

Forcing a legacy - 2009-11-29 06:30:58
I thought legacies just sort of developed , that they were either apparent or required time and space , historical perspective in order to be defined. What is it about Moyer and the need, the seemingly desperate desire on her part ( or whomever) to force a legacy into existence ? Are we trying to paint her in a light that does not exist ?
