Ferrar, a 67-year-old Democrat from Edgewater, will be sworn in Monday night and immediately cast a vote on the most controversial issue to face the council this term.
During the interview process, Ferrar indicated he would provide the crucial support to approve any casino in Anne Arundel County when he said he would vote in favor of both the competing bills to permit one.

I agree Mr.Miller was the most knowledgeable, analytical and articulate person. Another comment was that he was qualified for a federal senate seat. In response, Vitale said. "We are looking for a council member here." Seemed the implication was that Mr. Miller was over qualified as a county council member? Right now, AA County has 2 appointed council members. Most of the remaining council members ran unopposed except for 2, I believe. Not very representative, IMHO. Living 20 contiguous years in AA County as the only criteria for appointment? Please! That exempts the vast majority of county residents. Then again, maybe thats the point. I think this all boils down to 81-09 (retro active exclusion, not in line with referendum) vs 82-09 (includes same areas as referendum). One member says they will vote for both bills. Another says they will vote against both bills. Need 4 votes to pass a bill. Only 6 can vote. The current scenario makes voting crucial. 4-2 , 2-4, 3-3 and a 5-1. 5-1 cannot be vetoed. Some council members are set on 81-09, regardless of having a valid bid in hand. All the talk about stopping slots in the pure sense is a red herring. Its mitigation time. Delaying their arrival to after the next local election cycle? Yes, thats a possibility. Stopping slots from ever coming to the county? Nope. Looks like Santa is AA County Council. Question now is: Where to deliver the gift? Regardless of the State referendum's clear language for areas around 295, the agenda is to put them at the track, no matter what. This is after an approved bid and the tracks own failed bid. The secret "Santa Clause", hullabaloo, astro-turf politics and posturing all shows that agenda. The track stated all they needed to be competitive was money to double their racing purses. They WILL get that no matter where slots go. Clearly, that is not all they really wanted. Of course, this is all just my personal opinion, I could be wrong.

It is obvious that Benoit does not belong in office if he believes "historical significance'" is a reason to vote to put someone on the council. Maybe he needs to go and read Martin Luther King's speech so he can get past looking at the color of a person skin. I am sure that Mr. Miller was more than qualified for other reasons than the one Benoit thought was of significance. That kind of thinking shows a tremendous lack immaturity.
Although by coincidence I just heard this week that Benoit owns a wine store, so maybe he just didn't want a business rival on the council with him.

i wish I had seen the proceedings last night. I see that my new council member, Tricia Johnson, supported Ferrar. She has refused to reveal her position on the slots zoning in every article I've read and every email I have sent to her. Now I think I know where she stands. It is very disappointing that these new members get to decide ANY issue on our behalf when we didn't elect them to do so.

Last nights selection encapsulated all that is wrong about this "County Council" You had one canidate who did not know what an "initiative" was but he will be representing Annapolis. Nothing against you Mr. Ferrar but Mr. Miller clearly has what this council needs to be an effective voice of the people. Mr. Miller, you were amazing and I compliment you for not walking out after Ms. vitale's comments regarding your nomination. Daryl what can you say? You are an abject failure as a councilmember. Good luck running County wide Ms. Vitale, you showed your true colors. I have been tough on you Mr. Benoit, we might not always agree on all the issues but you are a stand-up guy and I admire you as a man and a councilmember. You showed true leadership last night.
