During a conference call with reporters, Shawn M. Garvin, the regional administrator for the U.S. Environmental Protection Agency, said repeatedly that the punishments are simply a "backstop" and that he fully expects state and local governments to make the necessary pollution reductions.

For far too long, individual, mostly, nonprofit organizations have been fighting the battles for saving the bay. With all the scientific evidence now clear, that people and waste are destroying the health of the bay, it is time for society to address the problems seriously. Inspite of all the federal dollars without local cooperation, the pollution continues. The Bay is a national treasure and a life line to millions. It is the business of the federal government to follow up all the federal dollars with meaningfull enforcement. Gov. Ehrlich made a mockery of enforcement as did County Exec Janet Ownens. Let's hope Leopold will wise up and cooperate with the fed and the state to secure AA's future access to a "healthy bay".
