Fred, I love your comment but the bigger problem is the trails and bike paths are not used they just want ride in the road. I am from Montgomery Co. Md. and along the creeks{sligo & rock creek }for example they closed the road on sunday so they could ride on the,road but I can't drive the trail/path,and jog,why is it people think they are getting healthy jogging at national airport breathing the jet fumes. No Rick - failing a drug test is not an honor violation, nor drinking more than one drink.... Those are all Conduct Violations that are handled withing either the Midshipman Conduct System or the Military's Legal System. The Midshipmen Honor System is completely different - it deals specifically with violations of the Honor Concept (specifically lying, cheating and stealing...).

"In the very near future, the Brigade Sports Complex will be presented to the Secretary of the Navy as a gift from the Naval Academy Athletic Association. Upon acceptance, the BSC will, by law and regulation, become a government owned and operated facility," Rodenbarger wrote.
The Navy has instructed the academy, according to the letter, to terminate all civilian memberships not later than March 31.
Members will be refunded the pro-rated balance of their dues, according to the letter.
It's not the Academy, it's the Navy that wants the membership cancelled.

I don't really get the knee jerk reaction. It needs to be turned over free of contracts. This even applies to the Navy Youth Hockey Club, which was notified that it's contracts are not going to exist beyond 3/31. That doesn't mean they won't get new ones, but the Navy wants it without contracts.
It is the Navy's perogative to not allow civillians on their property. Perhaps the Naval Academy Athletic Association should have secured private land on which to build the facility. Then they and you all might have a say.
As for now, I say "just wait and see".

Thanks for confirming my point (it's the academy so they can do what they want), but what's your point? Yeah they can, I said it, they did it, and they did so w/ out formally informing people they bilked out of "initiation" fees. Also I said I'm not from MD and so I don't CARE, not I dont understand. By confirming my point as correct, clearly I do understand. Both sides just need to get over themselves and move on. As far as the elitism comment I made, I think you're doing a fine job of typifying what I mean. Comments like "unless you're this this or this then you have no say" symbolize that elitism and lack of respect not just for civilians in general but the ones that live around your academy which is even worse. At the very least do what you want w/ your academy and bsc (again I could care less) but at least have some common courtesy about kicking people out of the facilities. If it had of been done with some formal notice and tact, you wouldn't have to defend your academy and its rules nor would some anonymous bsc employee have to post basically what amounts to an insult of those people who are upset.

The situation - 2010-02-24 10:32:25
the Foundation and the Association build a sports complex, they solict major donors to build the buildings. They decide to offer civilians the chance to use the facilities and recoup some of the operating costs. They decide to present the Navy with the complex once everything is operational. The mission is complete. I have not seen one person come forward with any document that says this is a lifetime membership to this complex. Now if I purchased a lifetime membership to anything most people would have the document stating this. Now I realize that documents get lost but one person must have a copy of this lifetime membership of which they speak.

Many comments below I referenced our initiation fees (which could be called "a fee to join") and I erroneously wrote $250. It was $150, and $50 additional for a spouse. So total amounts would instead range anywhere from $97,500 max (based on 650 head count) to $65,00 if the total membership were comprised of couples. And to note, indoor tennis in the area is so hard to find and so expensive that for some of us, who really don't have a lot of dispensible income, Brigade provided a VERY affordable option, for which I am personally grateful. Affordable court fees, etc. (Not everyone who plays tennis is a rich +___+ as written below. It's actually a very affordable sport, much like soccer if you have access to public courts.) (Williams sisters started in Compton). I hope the Navy will allow the tennis players "pay per use" like hockey which is in the same facility. The hockey players are able to schedule games in advance. (A whole season in advance.) That would be great! (and equitable.) But of course, it's the Navy's choice. Gratefully, VR

I grew up on Duke of Gloucester St. We didn't have yards in town so our play ground was often the grounds of USNA supervised by parents. You could drive your car or walk right in the gate then. Not so today. Luckily I am a contractor doing business within the gates and have my USNA ID card with DOD stickers for my vehicles. Since 9/11 those are not so easily obtained any more. Unfortunately,the tennis group has to understand the security needs of USNA. USNA is an Annapolis, Md. treasure and I for one appreciate and respect the security.

I agree wholeheartedly that the security and welfare of the Naval Academy and the Mishipmen/Officers is and should be a Top priority but enlight of the very grave incidents of 9/11 I think that if the Naval Academy is going to continue to make security precautions some so extreme that they erase the character of the whole complex then the Department of the Navy should do whats in the best interest of the Navy and Midshipmen and move to a more secure post.
I know civilians like myself like to make use of the facilities but I was talking about things that used to be "fun" to do at the Academy.
Oh and for the record I don't play Tennis.

You see I remember the days when you could ride your bicycle on the yard,Go Crabbing on Hospital Point,go to sporting events and not have to walk a mile and a half to get there,etc.

My brother was in the Navy and the Naval Base at North Island is a Beautiful and spacious facility with plenty of acreage and could easily house the Naval Academy.
Lets face it with all of the new rules and security provisions the "New" Naval Academy is more like a prison and if they're really worried about a security breach they should move to an installation that is more secure and like the Naval Academy close to civilization.

The bottomline is the academy's elitist attitude is finally making problems with its public relations. It's the academy (purposely not using CAPS) so they can do what they want, right? Not being from MD I could care less whether it stays or goes I just wish everyone would stop whining on both sides. Playing tennis isn't that serious and if you're willing to spend $250 initiation fees and then yearly dues I'm sure you can find somewhere nearby but maybe not as close to play that is just as nice. Besides who pays "initiation" fees for something not affiliated with a group, fraternity/sorority, professional org, etc? Whether they were misled or misled themselves, paying a one-time "initiation" fee implies something ...

Annapolis be just lovely if the Academy moved out? The Navy could open just a plain old base on the Academy grounds. Main St could become Rt 175 outside of Ft Meade. One could easily get a tat, we could have a main drag with crappy little dive bars, sounds great, at least we could have tennis! If you could get past the dealers and the druggies to make it to the courts. Some how don't think the tennis brats would be happy with that situation either.

Due to Homeland Security concerns after 9/11. Just about every military base/installation have tightened up their security posture and restricted access. Some have installed a new DODentry system, that will allow any person with a valid driver's license. Those visitors are placed in a visitors line and their drivers license is scanned and they are checked for warrants and if they are on the watch list. Its very fast check.

On the Naval Academy grounds and people are worried about a sports complex closing to the public. Lets face it the Naval Academy has become a Prison (complete with Wrought Iron Turnstyle gates) than a cool place to enjoy a saturday afternoon and it's history.
Personally I think they ought to just move the whole Naval Academy to North Island Naval Base in San Diego California.

Thank you for your thoughtful and even response. Though I don't believe "People deceive themselves" purposefully, given the limited information we've been provided, and the abrupt nature of the turnaround, we have allowed ourselves to jump to conclusions, some of them, I'm sure, erroneous. I don't remember being offered a 'Liftetime' membership when joining either, however, I wasn't informed at the time of joining that it was a temporary arrangement. Brigade has been such a wonderful "gift" to the community that, like any wonderful experience, people (we) are reticent to see it go. I have always been aware that it's primary purpose was for the Naval Academy and it's team, as have others I know. The way this has been handled has been disappointing. Your comment has ameliorated some of that. Again, thank you.

This article was terribly researched and a poor reflection on both the journalist and the members quoted in the article. It is based on the views of a handful of disgruntled and uninformed members. No one was ever told that the BSC was going to give them a lifetime admission. It's ridiculous to infer that a building on federal property will be guaranteed lifetime admission. What is happening March 31st is that memberships are being cancelled, civilian and military. Beyond that, NOTHING has been decided. Hockey isn't changing because it is already run on a pay-per-use basis. Golf is run by a different entity. There has been no trickery towards or bias against tennis members. The original membership scheme did not provide enough benefit to Academy and DOD affiliates in the area so they saw fit to reorganize. NO ONE has said that civilians will not be allowed to play tennis in the future and any claims like that are pure speculation at this point. If the Navy has done anything wrong here, it was not properly communicating that and nothing more. So until March 31st, enjoy the courts and wait for official word before getting hot under the collar and erroneously assuming that civilians can never come back.

If anyone questions why the facilities were ever built, understand that they were put in for the use of the Midshipmen - there is no other reason for having built them. The fact that they were made (temporarily or otherwise) available to civilians is just a side benefit (temporary or otherwise). I am sure the decisions made were based on projected usage and need availability for the Midshipmen - the sole priority.
If you "donated" to help build the facilities with an eye towards using them - shame on you for "donating" under false pretenses.
If you joined and paid an initiation fee, I would bet NAAA will refund some if not all of that based on the decision made (they have already stated the dues would be repaid in a pro-rated manner) to restrict civilian access.
...but as I stated before, unless you are a Midshipman, a Grad of USNA, an Officer or family member stationed at USNA or the Naval Station, or maybe a civilian member of the staff, you have no claim to any use of the facilities at the Naval Academy.

Yes Fred some, not all, of the public works employees were slackers or screw-ups, however, most of us were hard working and were proud of where we worked and had pride in what we did. It only took a few spoiled eggs to ruin the omlette. As far as being "over paid" that was our supervisors and their managers who made $35 to $40 and hour to drive a desk. Several times during my tenure, contractors came in and WE had to fix their mistakes or FINISH what they could not.

I'm confused? Are they calling our "membership" a form of donation? To me, a donation is voluntary and I was told I would not be able to sign up for contract time unless I became a "member". They also charged "guest fees" for people playing with "members". I feel what they are doing is illegal and we shouldn't just sit around and accept this as a done deal. It seems like a "pyramid scheme" . They took our money and initial membership fees without the full explanation of its limitations.

It seems the Navy wants it both ways. The golf course remains open to civilians, the hockey rink remains open to civilian, but the tennis facility is closed. When it opened there was no indication that this was a temporary membership for civilians. Why can't there be a provision in the "gift" that allows the current civilian members to continue to use the facility, just as the golf course is open to civilians. As I recall the membership in the tennis facility was limited to a certain number of civilians so that there would be sufficient court time for midshipmen, military, etc use. That number could be maintained without compromising anyones use of the facility.

because they were too inefficient and too expensive. The contract the NA now has with its contractor put the risk of inefficient, and thereby cost savings on the contracting management. Bringing in a contractor to replace Public Works was a win for the Navy, the Naval Academy and tax payers.

Continued....Two items where the Navy *seems* to be getting off scott-free as if they owe no apology or explanation. Shame on them! For an institution, again funded by taxpayer dollars, that is suppose to espouse honesty, loyalty, protection and honor for it's american citizens, it has behaved poorly. It would appear we were manipulated and purposefully deceived for the purposes of fundraising. We were used to raise funds and then when that was complete and the Navy decided it wanted the tennis and fitness portion of the facility for it's exclusive purposes, it kicked us out. The fact that it doesn't apply accross the board to the skating facility as well reveals the duplicitous and hypocritical nature of their decision. "Civilians off the courts. Here's the rest of your money for the year. No reimbursement for initiation fees, or court fees. Tough luck. You've served our purposes, because afterall, you're here for us." One would think that we were under their command. Funny, because we're not. "Those who are faithful in the small things will be faithful in the large." My trust of the Navy management has now been damaged, and my respect for Mr. Tose (and I choose to call him "Mr.") is null and void.

How are we to trust our venerable Navy if in it's dealings with the civilian population it acts without honor and instead abuses the trust of those who support and fund it? As the first person commented, donations are exactly that...donations. There is no expectation of recompense other than the purpose of the donation, a facility for the use of the Academy. However, civilian subscribers who were courted and encouraged to join the Brigade center, not donors, but subscribers, were NEVER informed that this was a temporary membership. Tose mentions in the above article that "This has always been the (plan), and it was just a matter of when it was going to be. It has been three years of enjoyment by the community. I am glad the community has had three years to enjoy and benefit, but now it (the facility) is going to fall under the same rules as Halsey Field House." If only Tose, who was clearly in the know, and those who managed Brigade had informed the public before we joined! (And I sense a touch of condesencion in Tose's tone, as if we were so privileged to have these three short years.) Were they afraid that we wouldn't pay the $250 or so initiation fee to join, which was an additional cost to the yearly membership fees? Simple math says that if Brigade requires $250 to join and there are 650 members or so then the Navy, in a short period of time raised a total of $162,500 from the civilian population (again NOT DONATIONS) to join Brigade. There was no mention in the letter we received cancelling our membership of reimbursing this initiation fee for a truncated and now apparent intended SHORT membership but only an intention of pro-rated reimbursement of yearly dues. When you donate money, it's not so that you get something in return. It's giving money for a "cause." It's ridiculous for people to assume that membership at a gym is some sort of "right." The facility was built to service the Brigade of Midshipmen, hence "BRIGADE Sports Complex." Get it? The same goes for other academic institutions with sporting complexes. They service the studend population and faculty/staff, usually explicitly. Civilian use of the facility was never meant to be permanent.
If money was dontated with a 'promise' of/or gaurenteed membership/patronage, well, then the Academy should find a way to make amends.

The Naval Academy has become increasingly anti-civilian over the last decade. When I lived in Annapolis, I rode through the Academy every day from the time I was in junior high school (1972) until 2003, when Superintendent Rodney Rempt decided civilians weren't allowed to ride through the Academy (I was told at the time it was because of "construction projects" at the Academy). If the Naval Academy WANTED to generate bad feelings in the civilian community it couldn't have come up with a better plan than to steadily deny public access to "Navy" facilities. Someone at the Naval Academy better pull their heads out of...um...the sand...and stop the hemorrhaging of good will in the community before it's too late.
