It is appropriate for both parties to come together propose and debate budget cuts. O'Malley has been aggressive, but expanded input should be encouraged. Agencies should be able to improve performance efficiency by 1%. Hey tough times, and all ideas should be welcome. Working together is the way to resolve problems.
