BWI chauffeurs handcuffed, jailed for hours

For all Crofton Coach & Courier owner Jim Overmier knew, one of his drivers, Robert Creecy, had been kidnapped, robbed or carjacked Tuesday night.

By Shannon Lee Zirkle - The Capital Michael Marr, a driver for Crofton Coach & Courier, waits for a customer at BWI airport Friday afternoon. Seventeen chauffeurs, including one of Marr’s co-workers, were arrested or cited by Maryland Transportation Authority Police last week for conducting business at the airport without the required permit.

No one had heard from Creecy, 59, since he arrived at BWI Thurgood Marshall Airport at 9 p.m. to pick up a couple who had scheduled for a driver to take them home that night. It was getting late and co-workers were worried.

Then, Overmier received a phone call. It was the couple Creecy had been scheduled to pick up.

"They told me Bob had been arrested," Overmier said. "My jaw dropped."

Creecy was one of 17 chauffeurs arrested or cited by Maryland...

And as for your 9/11 comment, the 9/11 terrorists used box cutters. Those items were fully within the regulations for them to carry onto the planes. It's not a matter of more screening. They didn't slip through security. They could have walked onto the plane with them in hand.

You don't have a clue, this was nothng more than heavy handed and sloppy police enforcement. Unless the driver was an owner operator this violation was way above the drivers pay grade. A driver does not have the authority to obtain a C/C permit at the airport. The application states that you must be an authorized agent or officer of the company. If the police really wanted to enforce this, they should have stopped drivers and ask to produce permit, if they could not they should have been informed they could not pick up and sent them on their way. Then inform the company they are in violation of the law and if they are caught at the airport until in compliance the vehicle will be impounded. No driver should be locked up for this. By all means fine the company $50.00 the stated fine, but locking anyone up is just abuse of power. And if this is sooo important at the airport why are expired permits acceptable as long as the vehicle has one.

A criminal is someone who commits a crime, and perhaps without knowing the mens rea of the drivers I have no way of knowing whether they were intent on commiting the crimes for which they were detained. But they were clearly involved in criminal behavior. I did not call them animals, I did not suggest we need to incarcerate them for ever, as is usually done by commenters on HometownAnnapolis, I simply used the correct term Criminal.

They were criminals with respect to the crime for which they were detained. This is not necessarily a pejorative term my friends, every one us has probably been a criminal at one time or another.

These drivers were guilty of not having their papers in order. Fascism anyone? Let me see your papers. Oh, this one is not perfect. Come with me.

The author relays the drivers account of being handcuffed for 8 hours. Clear enough to me.

These drivers crime was less than speeding. They were not threatening anyone's safety. They are professionals and they were deprived of their livelihood for these officers to justify their existence and paycheck, over a bureaucratic paperwork malfunction that was interpreted as license to harass, jail and fine people. These officers and their superiors are the scofflaws in this instance. The law calls for a $50 fine as per some other investigative commenters. The people need to be protected from officers of the tyrant state which has laws to make all manner of minutia illegal just in case it feels like exercising its prosecutorial discretion on anyone.

Most of us are struggling to make ends meet now days, and these state endorsed thugs are shaking down innocents to raise money for the general fund which they are paid out of. And to appear as if there is a need for themselves, which if they have time to do this, there clearly is not. Innocents being relative, I contend none of us are innocent, prosecutorial discretion wise, and that's just how the state wants it. They were doing no harm, and the Constitution says the punishment should fit the crime, which in the many cases such as this which occur daily, is clearly violated. They should be awarded damages from the state.

Fred I do enjoy your musings but you really do not know what you are talking about in this situation. I have excellent knowledge of this difficult and screwed up situation at BWI. The reason BWI backed off of this permitting was because of the RIDE Act. But that is a whole other story.

Who are you to judge what steps are necessary to stop the scofflaws ? You are not a soldier worthy of our support, you are no one but a very vocal law and order defier. This drivers are dangerous unless we can control them ( in the context of airport security). The owners of this dangerous entity have exploited a relax atmosphere by their own free will. They made assumptions that since they were not being hassled they need not comply. Well my friends, I applaud the heavy handed response to the disrespect the regulatory agency has been subjected to.

Take a retrospective look at the airport security and screening during 9-11 and then ask yourself if proactive measures were in place would we be in the sorry position we are know in as freedom loving people.

$50.00 fine law was broken, airport security will not hold up, all PSC approved drivers have a complete FBI and State background check done and fingerprints on file. This was complete abuse of power on MTA police at BWI. And the last couple of years there has been confusion on the part of BWI if permits were needed. the quote Rob supplied was not an actual quote from the alleged victim of the 8 hour hand-cuffing but hearsay as the statement is not attributable to the criminally charged driver but the author of the article for purposes of....well who knows, nonetheless it is hearsay. So I say again, a law was broken that is not denied , airport security can easily be made to be the primary motivator and as great americans we can not ever side with scofflaws.

I agree with the poster stating that some discretion should have been exercised. One night of warnings and I am sure the transportation service community would have spread the word.

Speaking of exercising discretion, Fred you are always quick to publish background info on people. While I understand this is publicly available, your quickness to demonstrate your investigative skills, truly lacks in the discretion department. Just one man's opinion.

The acts of the MD Transportation Authority police, as reported by The Capital, are simply unconscionable. They are bereft of any common sense. the law says it is a $50.00 fine for failure to display a permit, not handcuffs and being held for a vehicle violation for a vehicle that probably most did not own.

many of the people detained claimed they were ignorant of their legal responsibilities. Certainly they can no longer claim ignorance --the message was sent Loudly and Clearly.

I feel that the driver's have a right to be angry....at the owner's of the respective limo services.

has nothing to do with Post Bush or 911, this permit process has been goiing on since the late 90's. Around 2005 they stopped charging for the permits and told owners to just keep old permits on mirror to be able to park in reserved spots in the garage. Regardless this is still a $50.00 fine violation not a jailable offense.

This is the sort of violation that calls for a ticket, not handcuffs and jail. It's easier to arrest limo drivers than chase the thugs who are stealing from cars in the parking lots. The person who made this decision should have to answer for it.

These are Post Bush, Post 911 times my friends. An airport is a dangerous place that requires our cooperation. Crofton Courier is owned by an ex-military person and he should be ashamed of himself for trying to circumvent the law.

I have to question security, if this is what the police are worried about at the airport. Chasing vehicles they see come through every day.

AK you are correct, this is about dollars, but I would think some dollars could be going out after this stunt. Jailing drivers for minor traffic violations, sounds like some rights were violated. I could see impounding the vehicles, almost. But detaining drivers over a $50.00 violation, way out of bounds.

these permits were issued years ago, it was done to provide transportation companies a reserved area to park for hire vehicles. These permits do not provide any special access at the airport. Transportation companies have always been abused at the airport, the general public has an easier time picking up than these companies. You would think at a $100.00 per vehicle the police would give them some leeway.

The MDTA says they were just enforcing the law? How about the concept of a little 'discretion', you know maybe warn them before locking them up for a paperwork violation that's existed unenforced for 5 years. We don't need terrorists to come to the US, we have them in the MDTA administration. I understand enforcing the law but use your head people; these weren't fly by night operators, they were long established businesses. At least our County Police have more common sense than that.
