Annapolis council repeals 2 a.m. bar ban

It was last call Monday night for a controversial law that has kept some Annapolis bars and restaurants from staying open until 2 a.m.

The City Council voted 6-3 to repeal a 16-year-old ban that prohibited the city from issuing new 2 a.m. liquor licenses to bars and restaurants in the Historic District.

"Finally," said Andrew Fox, co-owner of the Sly Fox Pub, a Church Circle bar that must close by midnight.

Under the new policy, bars in the Historic District will be allowed to apply for a liquor license that allows them to stay open until 2 a.m. It affects 15 businesses, but several owners said they are not...

In order to expand the number of bar licenses downtown, a compromise was reached.
The residents believed that their rights as home owners would be protected. After all, a man's home is his castle, except, in Annapolis. If a man's home is in the way of "progress", he's blasphemed as a NIMBY. HAF has lost it guts and teeth. And the City Council is tripping over each other to prove which is more business friendly. And once again, the residents are second class citizens to their "business counterparts".

How did the City Council dishonor the good faith negotiations of citizens as you stated? The Citizens Committee voted to end the ban on new 2 am licenses.

Like it or not it was the fair thing to do. You can't tell one business to do one thing and it's neighbor to do something totally different. Just get used to the idea. And how will a few bars staying open till 2 as opposed to 12 cost so much more in police protection? The police are already there for the bars that stay open till 2am.

The extension of bar hours 'did nothing to stop irresponsible drinking.' True statement.'bar owners who opposed ending the moratorium said lifting it is unfair because it would create more competition for patrons between midnight and 2 a.m.' Hopefully lower pricing. 'Bars are very profitable and landlords would only lease their properties to businesses that make the most money', true statement. An historic bar district will fill those empty retail spaces!

Citizens struck out again. Now let's see!
In hard economic times, the 2011 budget fires city personnel, reduces safety staff but commits $800,000 to a "private" entity that will promote business in Annapolis. Once again, the City Council dishonors the good faith negotiations of citizens to allow BAR OWNERS who leave the city at night, the right to expand to 2 AM operations. No new fees to cover the costs of expanded police hours, no new fees to clean up the mess. Just another deleterious decision against Annapolis residents. It probably would have been more honest, if the business owners of Annapolis did have their own seat on the City Council. Or maybe, some day, the City Council will seek a real examination of the Annapolis city budget which will reveal that businesses are contributing less and less to the common good, hording tax dollars for their own self promotion and leaving the real burden of financing government on the backs of resident taxpayers.
