Phoenix Center begins overhaul

Changes are coming to the Phoenix Center in Annapolis, now that the school serving emotionally disturbed students has missed state testing targets for four years in a row.

Phoenix, which enrolls about 80 students in kindergarten through 12th grade, will get a testing coordinator, an additional classroom teacher and some new technology like SMART boards and document cameras that officials said they hope will help pull up test scores.
